What an air conditioner actually does with moisture
Two jobs, and the thermostat only measures one of them. Cooling drops the air temperature, and that is what makes the system stop. Dehumidifying happens as air passes over a cold coil, water condenses on it and drains away — and that only continues for as long as the system is running.
